Telecom Subscriber Base Rise Marginally to 1,170.75 Million in Jan 2023: TRAI

The telecom subscriber base in the country grew marginally to 1,170.75 million in January, driven by net customer gain in the fixed line segment, according to a sector regulator TRAI report released on Friday.

The net gain in the wireline segment was 0.28 million customers while mobile telephony recorded a net gain of 0.09 million subscribers.

Even though Reliance Jio and Bharti Airtel jointly added 0.29 million new customers, the gain was offset by BSNL and Vodafone Idea (VIL) losing 0.28 million customers.

"The number of telephone subscribers in India increased from 1,170.38 million at the end of December 2022 to 1,170.75 million at the end of January 2023, thereby showing a monthly growth rate of 0.03 percent," the Telecom Regulatory Authority of India said in the subscriber report for the month of January 2023.

The wireline or fixed line connections in the country increased to 27.73 million in January from 27.45 million in December.

The growth in the wireline segment was driven by Reliance Jio, Bharti Airtel and Quadrant, which added 0.21 million, 0.11 million and 5,949 customers, respectively.

State-owned MTNL was the biggest loser in the segment as it lost 29,857 customers. It was followed by BSNL, which lost 19,781 wireline customers, Tata Teleservices 9,444, VIL 3,727 and Reliance Communications 275 customers.

In the mobile telephony or wireless segment, Reliance Jio and Bharti Airtel added 1.65 million and 1.28 million customers, respectively. BSNL, VIL and MTNL mitigated the growth in the segment by losing 1.48 million, 1.35 million and 2,960 mobile subscribers, respectively.

The broadband subscriber base in the country grew to 839.18 million in January from 832.2 million in December.

"Top five service providers constituted 98.39 per cent market share of the total broadband subscribers at the end of January-23. These service providers were Reliance Jio Infocomm (434.02 million), Bharti Airtel (237.40 million), Vodafone Idea (125.03 million), BSNL (27.05 million) and Atria Convergence (2.14 million)," TRAI said.

TerraUSD Founder Do Kwon Indicted in US Following Montenegro Arrest

Do Kwon, the cryptocurrency entrepreneur behind two digital currencies that lost an estimated $40 billion (nearly Rs. 3,28,500 crore) or more last year, has been charged with fraud by US prosecutors.

An eight-count indictment against Kwon was made public in the US District Court in Manhattan, several hours after news of his arrest earlier Thursday in Montenegro.

Lawyers for Kwon in the United States did not immediately respond to requests for comment after business hours.

Thursday's indictment charges Kwon, a South Korean national who co-founded Terraform Labs and developed the TerraUSD and Luna currencies, with two counts each of securities fraud, wire fraud, commodities fraud and conspiracy.

The criminal case follows related US Securities and Exchange Commission civil charges against Kwon and Terraform last month.

Kwon had been a fugitive for several months, and South Korean authorities issued an arrest warrant for him last September.

South Korean police said on Friday that the identity of the suspect arrested in Montenegro had been confirmed as Kwon after his fingerprints matched the information held by the country's National Police Agency (KNPA).

"This has been shared with the Seoul Southern District Prosecutors' Office and Interpol in Montenegro," one official at the KNPA said.

Prosecutors will work with other institutions to carry out a swift repatriation, a spokesperson for the country's prosecution service said.

Montenegro's interior ministry said police detained a person thought to be Kwon and a second suspect, who were trying to board a flight to Dubai at Podgorica airport.

Police found forged passports of Costa Rica and Belgium during the encounter, the ministry said.

"The person is suspected of being one of the most wanted fugitives, South Korean national Do Kwon, a co-founder and CEO of the Singapore-based Terraform Labs," Interior Minister Filip Adzic wrote on Twitter.

"The former cryptocurrency king who is behind losses of over $40 billion, has been apprehended at the Podgorica airport with forged documents," Adzic added.

TerraUSD was a so-called "stablecoin" designed to maintain a constant $1 price, while Luna's value fluctuated.

But authorities have said TerraUSD and Luna were paired, such that a decline in one could take down the other.

They also said Kwon misrepresented the stability of TerraUSD, once among the top 10 cryptocurrencies by market value.

Both currencies crashed last May, with TerraUSD's price sinking to less than one penny.

In its civil case, the SEC accused Kwon and Terraform of "orchestrating a multi-billion dollar crypto asset securities fraud.

"We also allege that they committed fraud by repeating false and misleading statements to build trust before causing devastating losses for investors," SEC Chair Gary Gensler said in a statement at the time.

EU Proposes Rule to Let Consumers Get Worn-Out Electronics Repaired From Producers for Up to 10 Years

The European Union wants to give consumers the right to have worn-out products like washing machines and televisions repaired by producers even after the sales guarantee has expired, to cut waste and make goods last longer.

The European Commission proposed rules on Wednesday that would oblige producers to offer repairs for a product for between five and ten years after it was sold — regardless of whether or not the legal guarantee is still valid.

The rules would apply to fridges, vacuum cleaners, televisions, washing machines and other goods that are deemed "repairable" under EU law. The EU is negotiating rules that would extend the requirement to smartphones and tablets.

European consumers and businesses routinely throw away goods that could be repaired, piling up waste and tossing away parts that could be recovered and reused.

A 2020 survey on behalf of Germany's Environment Agency found that the "first-use" lifespan for products including televisions and large household appliances has decreased in recent years.

Some products were not designed to be easily repaired, while for others it was cheaper to buy a new product than repair an old one, the study found. In many cases, consumers simply replaced still-functioning goods because they wanted a newer version.

Under the EU rules, companies would have to repair a defective product for free within the two-year legal guarantee period, if the cost of repair is cheaper or equal to replacing the product.

After that date, companies must still offer repairs, either for free or for a charge. The EU also wants to launch an online service to help consumers find local repairers and thinks competition with other repairers will keep a lid on costs.

European Consumer Organisation BEUC welcomed the proposal, but said it would have made more sense to extend the legal guarantee period for long-lasting products like fridges.

The EU is negotiating a handful of policies designed to nudge companies towards making more sustainable products, and give consumers clearer information about the environmental impact of what they consume.

A second law, proposed by Brussels on Wednesday, would force companies to verify claims that their products are "green" or "eco-friendly".

EU countries and the European Parliament must negotiate and approve both laws, a process that typically takes more than a year.

Facebook Parent Meta Sued by Kenyan Content Moderators for Unlawful Redundancy

Facebook content moderators in Kenya are suing the social media site's parent company Meta and two outsourcing companies for unlawful redundancy, a rights group said on Monday.

The 43 applicants say they lost their jobs with Sama, a Kenya-based firm contracted to moderate Facebook content, for organising a union. They also say they were blacklisted from applying for the same roles at another outsourcing firm, Majorel, after Facebook switched contractors.

Last month Meta filed an appeal in Kenya challenging a ruling which said it could be sued in a separate lawsuit brought by a moderator over alleged poor working conditions, even though it has no official presence in the east African country.

The court cases could have implications for how Meta works with content moderators globally. The US company works with thousands of moderators around the world, tasked with reviewing graphic content posted on its platform.

"This is a union-busting operation masquerading as a mass redundancy. You can't just switch suppliers and tell recruiters not to hire your workers because they are 'troublemakers' – that is, because they have the temerity to stand up for themselves," said Cori Crider from Foxglove, a technology rights group which is supporting the latest lawsuit.

Meta, Majorel and Sama did not immediately respond to requests for comment.

In January, 260 content moderators working at Facebook's moderation hub in Nairobi were told they would be made redundant by Sama, the outsourcing firm which has run the office since 2019, Foxglove said in a statement.

The moderators accuse Meta of instructing Majorel not to hire any moderators previously employed by Sama, according to the court petition.

"The redundancy being undertaken is unlawful because no genuine nor justifiable reason was given for the redundancy," the moderators said in their application.

"The moderators have been given varying and confusing

explanations for the redundancy which do not add up."

Poco F5 5G Expected to Launch in India on April 6, Could Feature Snapdragon 7+ Gen 2 SoC

Xiaomi-owned subsidiary brand Poco just launched the Poco X5 mid-range smartphone in India on March 14. However, the company is reportedly not resting yet, and already gearing up to launch a new smartphone, the Poco F5 5G. The upcoming handset is believed to be a rebranded version of the unreleased Redmi Note 12 Turbo, which ships with the recently announced Qualcomm Snapdragon 7+ Gen 2 SoC. This could mean that the Poco F5 5G smartphone could also be equipped with Qualcomm's SoC.

According to a report by 91mobiles, the Poco FG smartphone, which is said to be the rebranded version of the Redmi Note 12 Turbo, may feature

a 6.67-inch QHD+ AMOLED panel with a 120Hz refresh rate, up to 1,400 nits brightness, HDR10+ support, and 1,920Hz PWM dimming.

Redmi recently confirmed that the Redmi Note 12 Turbo will get a Snapdragon 7+ Gen 2 SoC. This means the Poco F5 5G could also feature the same chipset. The mid-range 5G smartphone could pack up to 12GB of RAM, and 256GB of storage. The 5G handset is expected to run on the latest version of Android 13 OS with a skin on top.

In terms of optics, the upcoming Poco F5 5G smartphone could feature a triple camera rear setup led by a 50-megapixel primary camera, followed by an 8-megapixel and a 2-megapixel secondary shooter. Adjacent to the triple camera setup could be placed an LED flash. Meanwhile, for selfies, the Poco F5 5G is expected to feature a 16-megapixel camera. The 5G smartphone could feature a 5,000mAh battery with support for 67W fast charging and 30W wireless fast charging.

However, it is important to note that Xiaomi or Poco have not made any announcements or confirmations regarding the launch, specifications, or design of the purported Poco F5 5G smartphone.

Explained: What Is Generative AI, the Technology Behind OpenAI's ChatGPT?

Generative artificial intelligence has become a buzzword this year, capturing the public's fancy and sparking a rush among Microsoft and Alphabet to launch products with technology they believe will change the nature of work.

Here is everything you need to know about this technology.

What is Generative AI?

Like other forms of artificial intelligence, generative AI learns how to take actions from past data. It creates brand new content — a text, an image, even computer code — based on that training, instead of simply categorising or identifying data like other AI.

The most famous generative AI application is ChatGPT, a chatbot that Microsoft-backed OpenAI released late last year. The AI powering it is known as a large language model because it takes in a text prompt and from that writes a human-like response.

GPT-4, a newer model that OpenAI announced this week, is "multimodal" because it can perceive not only text but images as well. OpenAI's president demonstrated on Tuesday how it could take a photo of a hand-drawn mock-up for a website he wanted to build, and from that generate a real one.

What is it good for?

Demonstrations aside, businesses are already putting generative AI to work.

The technology is helpful for creating a first-draft of marketing copy, for instance, though it may require cleanup because it isn't perfect. One example is from CarMax, which has used a version of OpenAI's technology to summarise thousands of customer reviews and help shoppers decide what used car to buy.

Generative AI likewise can take notes during a virtual meeting. It can draft and personalize emails, and it can create slide presentations. Microsoft and Alphabet's Google each demonstrated these features in product announcements this week.

What's wrong with that?

Nothing, although there is concern about the technology's potential abuse.

School systems have fretted about students turning in AI-drafted essays, undermining the hard work required for them to learn. Cybersecurity researchers have also expressed concern that generative AI could allow bad actors, even governments, to produce far more disinformation than before.

At the same time, the technology itself is prone to making mistakes. Factual inaccuracies touted confidently by AI, called "hallucinations," and responses that seem erratic like professing love to a user are all reasons why companies have aimed to test the technology before making it widely available.

Is this just about Google and Microsoft?

Those two companies are at the forefront of research and investment in large language models, as well as the biggest to put generative AI into widely used software such as Gmail and Microsoft Word. But they are not alone.

Large companies like Salesforce as well as smaller ones like Adept AI Labs are either creating their own competing AI or packaging technology from others to give users new powers through software.

How is Elon Musk involved?

He was one of the co-founders of OpenAI along with Sam Altman. But the billionaire left the startup's board in 2018 to avoid a conflict of interest between OpenAI's work and the AI research being done by Telsa — the electric-vehicle maker he leads.

Musk has expressed concerns about the future of AI and batted for a regulatory authority to ensure development of the technology serves public interest.

"It's quite a dangerous technology. I fear I may have done some things to accelerate it," he said towards the end of Tesla Inc's Investor Day event earlier this month.

"Tesla's doing good things in AI, I don't know, this one stresses me out, not sure what more to say about it."

Lenovo Asked to Pay $138.7 Million for InterDigital Patents by London Court

China's Lenovo Group must pay US technology firm InterDigital $138.7 million (nearly Rs. 1,150 crore) for a licence for its portfolio of telecommunications patents, London's High Court ruled on Thursday in the latest round of a long-running dispute.

InterDigital brought the lawsuit against Lenovo in 2019 over the terms on which Lenovo should take a licence of its patents which are essential to 3G, 4G and 5G standards.

The litigation, which has so far featured five separate trials, centres on the fair, reasonable and non-discriminatory (FRAND) terms of a licence for InterDigital's patents.

Judge James Mellor said in a written ruling on Thursday that previous offers made by both Lenovo and InterDigital – which had offered $337 million (nearly Rs. 3,000) for a six-year licence – were not made on FRAND terms.

He said Lenovo should pay a $138.7 million "lump sum" to cover past and future sales of mobile devices from 2007 until the end of 2023.

Lenovo described the ruling as "a major win for the technology industry and the customers we serve".

John Mulgrew, Lenovo's chief intellectual property officer, said in a statement the decision "reinforces FRAND's critical role in facilitating transparent and equitable licensing practices for standardized technologies".

InterDigital's Chief Legal Officer Josh Schmidt welcomed what he said was the ruling's recognition that "a licensee should pay in full for the past infringement of standard essential patents".

However, he said in a statement: "We plan to appeal, as we believe that certain aspects of the decision do not accurately reflect our licensing program."

London-based patent lawyer Mark Marfe, who was not involved in the case, said the decision reinforced the High Court's willingness to grant a global FRAND licence.

China is the only other jurisdiction where courts have set global FRAND rates for so-called standard essential patents.

Marfe added that "all eyes will be on the Unified Patent Court", a common patent court for European Union member states which opens in June, to see whether it takes a similar approach.

US Lawmaker Wants TikTok CEO to Detail Actions to Protect Kids

The chair of a US House of Representatives panel wants TikTok CEO Shou Zi Chew to address questions next week about the popular Chinese-owned video app's efforts to protect children from inappropriate content and potential exploitation.

Chew will be appearing for the first time before Congress when he testifies before the House Energy and Commerce Committee on March 23.

Committee Chair Cathy McMorris Rodgers, a Republican, said Thursday lawmakers "need to know what actions the company is taking to keep our kids safe from online and offline harms."

McMorris Rodgers and other Republicans in December wrote TikTok saying said "many children are exposed to non-stop offerings of inappropriate content that TikTok's algorithm force-feeds to them." They also raised concerns that TikTok livestreamed events allow adult TikTok users to offer monetary rewards to "persuade children to perform sexually suggestive acts."

TikTok, owned by Chinese tech company ByteDance, said the Biden administration had threatened to ban the app in the United States if its Chinese owners did not sell their stakes in the company.

"Americans deserve to know the extent to which their privacy is jeopardized and their data is manipulated by ByteDance-owned TikTok's relationship with China," she added. The US government has raised concerns that TikTok's user data could be passed on to China's government.

TikTok, which did not immediately comment, said earlier this month it is developing a tool that will allow parents to prevent their teens from viewing content containing certain words or hashtags on the short-form video app.

TikTok announced new features to help users limit the amount of time spent on the app. Accounts belonging to users under 18 will automatically have a time limit of one hour per day, and teens will need to enter a passcode to continue using the app.

TikTok and the Biden administration have been negotiating for more than two years on data security requirements. TikTok said it has spent more than $1.5 billion (nearly Rs. 12,400 crore) on rigorous data security efforts and rejects spying allegations.

The Biden administration demand for divestiture was the most dramatic in a series of recent steps by US officials and legislators.

Lamborghini Plans to Deploy Hybrid Technology Models in India by 2024-End

Italian automaker Automobili Lamborghini plans to deploy hybrid technology in its models in India by the end of 2024 as the Italian super sports car maker aims to halve the emissions from its cars in the coming years, according to a top company executive.

The niche player also expressed confidence that the country's taxation policy remains consistent though any tax reductions will be welcome.

The company currently sells three models — premium SUV Urus and two super sports cars Huracan Tecnica and Aventador in the country, with prices starting upwards of Rs. 3 crore.

"The roadmap for us is that by the end of 2024 we are going to hybridise our entire model range. So this year we will have a first hybrid, the new V12, then in 2024 we will have the Urus hybrid and also a new V10 which is also going to be a hybrid," Lamborghini India Head Sharad Agarwal told PTI.

In 2028, the company plans to bring in a fourth model globally which is going to be the fully electric model, he added.

"The idea is to reduce 50 percent of the emissions from our cars by 2025," Agarwal said.

The company will bring in the upgraded models globally and then introduce them in the Indian market as well.

Lamborghini began its India operations in 2007. Last year, it sold 92 units in India, a growth of 33 percent over 69 units in 2021.

When asked if the high rate of taxation on imported cars is affecting the growth of the luxury car segment in India, Agarwal said: "Today, the market is aligned to the current tax structure that we have..who would not like to have lesser duties..but that is not the priority from our end..." Further, he said, "Last 5-6 years, we have seen that there is a constant tax regime from the government and we would always request in maintaining this consistency. Once the segment is aligned with the structure let the segment grow." He stated that the government should maintain the consistency in the policy.

"We are not asking to reduce it (tax) but if it comes down who will say no to it," Agarwal said.

Lamborghini imports its entire model range to India.

Currently, imported as CBUs (Completely Built Units) with CIF of more than USD 40,000 or with engine capacity of more than 3,000cc for petrol-run vehicles and more than 2,500cc for diesel-run vehicles attract 100 percent customs duty.

India Has One of the Fastest 5G Rollouts in the World: Ericsson Chief

India has one of the fastest rollouts in the world of 5G and by 2023-end India will be ahead of most countries, said Ericsson global chief Borje Ekholm.

Talking exclusively to ANI, Ekholm said, "I would say that by the end of 2023, it will be clearly ahead of most other countries in the world."

Talking about India as a business destination, Ekholm said India has strong pool of good software engineers.

"That's going to drive the next level of growth in India and that makes it for us a very important market. We're already almost 25,000 employees here in the country. We continue to grow and we strengthen our presence in R&D, Software development, service delivery, AI, automation, and all of those areas. We provide the critical infrastruct, the software and hardware that builds 5G Network. So we're quite excited about our presence in India."

Notably, telecom service providers in India started providing high-speed 5G services in the country from October 2022 onwards.

The government issued spectrum allocation letters to telecom service providers in August 2022, asking them to prepare for the rollout of 5G services in the country.

Department of Telecom had received total bids worth Rs 1.50 lakh crore from the 5G spectrum auction.

What is 5G, and how is it different from the current 3G and 4G services?

5G is the fifth-generation mobile network capable of transmitting a large data set at a very rapid speed.

In comparison to 3G and 4G, 5G has a very low latency which will enhance user experiences in various sectors. Low latency describes the efficiency of processing a very high volume of data messages with a minimal delay.

Microsoft-Backed OpenAI Releases GPT-4, Calls Latest AI Model 'Multimodal'

OpenAI, the creator of chatbot sensation ChatGPT, on Tuesday said it is beginning to release a powerful artificial intelligence model known as GPT-4, setting the stage for even more human-like technology to proliferate.

The startup, funded by Microsoft, said in a blog post that its latest technology is "multimodal", meaning images as well as text prompts can spur it to generate content. The text-input features will first be available to ChatGPT Plus subscribers and to software developers, with a waitlist, while the image-input ability remains a preview of its research.

The highly-anticipated launch signals how office workers may turn to ever-improving AI for still-more tasks, as well as how technology companies are locked in competition to win business from such advances. Alphabet's Google on Tuesday announced a "magic wand" for its collaboration software that can draft virtually any document, days before Microsoft is expected to showcase AI for its competing Word processor that's likely powered by OpenAI.

The startup's latest technology in some cases represented a vast improvement on its prior version known as GPT-3.5, it said. In a simulation of the bar exam required of US law-school graduates before professional practice, the new model scored around the top 10 percent of test takers, versus the older model ranking around the bottom 10 percent, OpenAI said.

While the two versions can appear similar in casual conversation, "the difference comes out when the complexity of the task reaches a sufficient threshold," OpenAI said, noting "GPT-4 is more reliable, creative, and able to handle much more nuanced instructions."

Alphabet-Backed Anthropic Releases OpenAI Rival Named Claude

Anthropic, an artificial intelligence company backed by Alphabet, on Tuesday released a large language model that competes directly with offerings from Microsoft-backed OpenAI, the creator of ChatGPT.

Large language models are algorithms that are taught to generate text by feeding them human-written training text. In recent years, researchers have obtained much more human-like results with such models by drastically increasing the amount of data fed to them and the amount of computing power used to train them.

Claude, as Anthropic's model is known, is built to carry out similar tasks to ChatGPT by responding to prompts with human-like text output, whether that is in the form of editing legal contracts or writing computer code.

But Anthropic, which was co-founded by siblings Dario and Daniela Amodei, both of whom are former OpenAI executives, has put a focus on producing AI systems that are less likely to generate offensive or dangerous content, such as instructions for computer hacking or making weapons, than other systems.

Such AI safety concerns gained prominence last month after Microsoft said it would limit queries to its new chat-powered Bing search engine after a New York Times columnist found that the chatbot displayed an alter ego and produced unsettling responses during an extended conversation.

Safety issues have been a thorny problem for tech companies because chatbots do not understand the meaning of the words they generate.

To avoid generating harmful content, the creators of chatbots often program them to avoid certain subject areas altogether. But that leaves chatbots vulnerable to so-called "prompt engineering," where users talk their way around restrictions.

Anthropic has taken a different approach, giving Claude a set of principles at the time the model is "trained" with vast amounts of text data. Rather than trying to avoid potentially dangerous topics, Claude is designed to explain its objections, based on its principles.

"There was nothing scary. That's one of the reasons we liked Anthropic," Richard Robinson, chief executive of Robin AI, a London-based startup that uses AI to analyze legal contracts that Anthropic granted early access to Claude, told Reuters in an interview.

Robinson said his firm had tried applying OpenAI's technology to contracts but found that Claude was both better at understanding dense legal language and less likely to generate strange responses.

"If anything, the challenge was in getting it to loosen its restraints somewhat for genuinely acceptable uses," Robinson said.

Want Statehood To Be Restored And Elections Held In J&K: Farooq Abdullah

National Conference President Farooq Abdullah on Saturday held a press conference in Jammu. While addressing the questions, Farooq Abdullah said that his party wants statehood to be restored and elections to be held in Jammu and Kashmir so that people there themselves decide their fate. "We want statehood to be restored and elections to be held. For the first time in the history of the nation, a proud state was reduced to a UT, it was a tragedy. Jammu and Kashmir is an integral part of the nation. We belong to this nation so why're they doing this to us? We are not anti-nationals," he said.

Snapchat Removes Few Children Off Its Platform Every Month in Britain: Ofcom

Snapchat is kicking dozens of children in Britain off its platform each month compared with tens of thousands blocked by rival TikTok, according to internal data the companies shared with Britain's media regulator Ofcom and which Reuters has seen.

Social media platforms such as Meta's Instagram, ByteDance's TikTok, and Snap's Snapchat require users to be at least 13 years old. These restrictions are intended to protect the privacy and safety of young children.

Ahead of Britain's planned Online Safety Bill, aimed at protecting social media users from harmful content such as child pornography, Ofcom asked TikTok and Snapchat how many suspected under-13s they had kicked off their platforms in a year.

According to the data seen by Reuters, TikTok told Ofcom that between April 2021 and April 2022, it had blocked an average of around 180,000 suspected underage accounts in Britain every month, or around 2 million in that 12-month period.

In the same period, Snapchat disclosed that it had removed approximately 60 accounts per month, or just over 700 in total.

A Snap spokesperson told Reuters the figures misrepresented the scale of work the company did to keep under-13s off its platform. The spokesperson declined to provide additional context or to detail specific blocking measures the company has taken.

"We take these obligations seriously and every month in the UK we block and delete tens of thousands of attempts from underage users to create a Snapchat account," the Snap spokesperson said.

Recent Ofcom research suggests both apps are similarly popular with underage users. Children are also more likely to set up their own private account on Snapchat, rather than use a parent's, when compared to TikTok.

"It makes no sense that Snapchat is blocking a fraction of the number of children that TikTok is," said a source within Snapchat, speaking on condition of anonymity.

Snapchat does block users from signing up with a date of birth that puts them under the age of 13. Reuters could not determine what protocols are in place to remove underage users once they have accessed the platform and the spokesperson did not spell these out.

Ofcom told Reuters that assessing the steps video-sharing platforms were taking to protect children online remained a primary area of focus, and that the regulator, which operates independently of the government, would report its findings later this year.

At present, social media companies are responsible for setting the age limits on their platforms. However, under the long-awaited Online Safety Bill, they will be required by law to uphold these limits, and demonstrate how they are doing it, for example through age-verification technology.

Companies that fail to uphold their terms of service face being fined up to 10 percent of their annual turnover.

In 2022, Ofcom's research found 60 percent of children aged between eight and 11 had at least one social media account, often created by supplying a false date of birth. The regulator also found Snapchat was the most popular app for underage social media users.

Risks to young children

Social media poses serious risks to young children, child safety advocates say.

According to figures recently published by the NSPCC (National Society for the Prevention of Cruelty to Young Children), Snapchat accounted for 43 percent of cases in which social media was used to distribute indecent images of children.

Richard Collard, associate head of child safety online at the NSPCC, said it was "incredibly alarming" how few underage users Snapchat appeared to be removing.

Snapchat "must take much stronger action to ensure that young children are not using the platform, and older children are being kept safe from harm," he said.

Britain, like the European Union and other countries, has been seeking ways to protect social media users, in particular children, from harmful content without damaging free speech.

Enforcing age restrictions is expected to be a key part of its Online Safety Bill, along with ensuring companies remove content that is illegal or prohibited by their terms of service.

A TikTok spokesperson said its figures spoke to the strength of the company's efforts to remove suspected underage users.

"TikTok is strictly a 13+ platform and we have processes in place to enforce our minimum age requirements, both at the point of sign up and through the continuous proactive removal of suspected underage accounts from our platform," they said.

Parliamentary Standing Committee Approved Revised Draft of Data Protection Law: IT Minister

Union Minister Ashwini Vaishnaw on Thursday said the Parliamentary Standing Committee on Communications and Information Technology has given a "thumbs up" for the revised draft of the data protection law.

Vaishnaw, a bureaucrat turned politician who presently handles the IT portfolio, said an advanced copy of the revised bill on data protection was shared with the committee.

"I would like to share some good news that the Parliamentary Standing Committee on IT and Communications... before this bill is taken to the Parliament, they have given a big thumbs up," Vaishnaw said while speaking at the annual NTLF here.

In 2021, the government withdrew an earlier version of the same bill after a slew of changes suggested by a Joint Parliamentary Committee and promised to come up with a new bill, which it did late last year.

Debjani Ghosh, the president of the IT industry lobby Nasscom, said the bill needs to be passed at the earliest and hoped that it sails through this year itself.

Vaishnaw said when it comes to tech regulations, the world is at a complex moment where every country is looking at the issue in a different way.

India's endevaour will be to keep her aspirations in mind while taking a call on the subject and navigate the environment accordingly, he said, adding that no country should copy the other while formulating its laws.

Vaishnaw, who had attended the World Economic Forum at Davos in January, said there is an increased trust in India at the global stage.

He said Indian companies will have to be careful and not over-promise as they integrate into the global supply chain with their products and services.

"Promise what we can do, never over-promise," the minister told delegates at the summit, asking industry to focus on innovation and people.

India's Digital Public Infrastructure Is Open Source, Transferable, Secure: IT Minister Ashwini Vaishnaw

Union Minister of Communications Ashiwini Vaishnaw on Wednesday said "what is unique about India's digital public infrastructure is that it is open source, interoperable, scalable, transferable, secure, and based on public-private partnership."

"India has made it a policy objective to ensure the benefits of the digital economy reach the last mile — this is in line with Prime Minister Narendra Modi's vision of inclusive growth," Vaishnaw said.

Delivering the keynote address at an event hosted by G20 Sherpa Amitabh Kant, Union Minister of Communications Vaishnaw said, "We are happy to share India's experience of digital public infrastructure, with the extended global family, which finds an echo in our civilizational ethos and India's G20 presidency theme — Vasudaivam Kutumbakam."

The theme of the event, which happened at Sushma Bhawan in New Delhi, was Building Resilient and Inclusive Economies: The Promise of Digital Public Infrastructure. Bill Gates, co-chair and trustee, Bill and Melinda Gates Foundation, was the guest of honour at the event.

G20 Sherpa Amitabh Kant spoke on India's digital public infrastructure model. He said, "Building and scaling digital public infrastructure has demonstrated the utility of safe, secure, and interoperable digital public platforms that have improved service delivery, minimised leakages and ensured efficient utilisation of available resources."

Kant said India's achievements in financial inclusion, digital health, digital education, and governance demonstrated how to scale technologies, thereby maximising their impact. He said India's digital transformation model holds many valuable lessons for the world and urged G20 countries to leverage digital public infrastructure to unlock inclusive growth.

Bill Gates said, "India has shown how investments in technology and innovation at scale can unleash changes from how people save money to how governments serve their citizens,"

He said there was an urgent need for an international initiative on digital public infrastructure to advance a range of G20 priorities, including pandemic preparedness, women's economic empowerment, financial inclusion, good governance, food security, agricultural transformation, and digital health transformation.

Startup founders, entrepreneurs, representatives of civil society organisations, policymakers attended the event.

The event also included a panel discussion between MobiKwik Chairperson and Co-founder Upasana Taku, ZestMoney Co-founder and CEO Lizzie Chapman, and Open Financial Technologies Co-founder and COO Mabel Chacko, moderated by the Sherpa.

Digital public infrastructure is an important priority of India during its presidency year. A robust digital public infrastructure can accelerate a nation's progress towards achieving economic growth, and ensure greater job creation and innovation.

TikTok Working on Parental Control Tool to Restrict Content for Teens Amid Growing Scrutiny

TikTok said on Wednesday it is developing a tool that will allow parents to prevent their teens from viewing content containing certain words or hashtags on the short-form video app, as the embattled company looks to shore up its public image.

TikTok, owned by Chinese tech company ByteDance, is facing renewed scrutiny worldwide over its proximity to the Chinese government and protection of user data.

The app, wildly popular among younger users, has been banned from government-owned phones in the United States, Canada and other countries due to security concerns.

Like other social media apps, TikTok has also faced criticism for not doing enough to shield teens from inappropriate content.

Development of the parental control feature is in the early stages and the app will consult with parenting, youth and civil society organizations to design the tool, TikTok said.

It also announced new features to help users limit the amount of time they spend on the app. Accounts belonging to users under 18 will automatically have a time limit of one hour per day, and teens will need to enter a passcode to continue using the app, TikTok said in a blog post.

If teens choose to remove the daily limit and scroll TikTok for more than 100 minutes per day, the app will display a prompt encouraging them to set time limits.

Parents will now also be able to set custom time limits for their teens' TikTok usage depending on the day of the week, the company said.

Meanwhile, the US House Foreign Affairs Committee voted on Wednesday along party lines to give President Joe Biden the power to ban Chinese-owned social media app TikTok, in the latest setback for the popular video sharing site.

Lawmakers voted 24 to 16 to approve the measure to grant the administration new powers to ban the ByteDance-owned app — which is used by over 100 million Americans — as well as other apps considered security risks.
