When asked about what he meant by his tweet stating "China is testing waters", Defence Expert, Retired Lieutenant General Satish Dua, said, "China is always trying to test the waters, that is test India's preparedness at operational and tactical levels. In the most recent incident in Tawang, they (Chinese troops) suddenly came in large numbers, 300 or so is what we're being told, and our troops were less in number and were able to react. They want us to remain land-focused so that we don't invest our time, attention and resources in the maritime domain."
