आईसीआईसीआई बैंक की पूर्व सीईओ चंदा कोचर की मुसीबत बढ़ गई है. बैंक के बोर्ड ऑफ डायरेक्टर्स ने फ़ैसला किया है कि चंदा कोचर के बैंक से अलग होने को 'Termination for Cause' माना जाएगा यानी किसी वजह से नौकरी से निकाला जाना. इसका सीधा मतलब ये है कि उन्हें नौकरी से निकाला गया माना जाएगा. इसके बाद उन्हें मौजूदा और भविष्य में मिलने वाले सभी फ़ायदे बंद कर दिए जाएंगे चाहे वो बोनस हों, इनक्रीमेंट हों, स्टॉक ऑप्शन हों या मेडिकल बेनेफिट. यही नहीं, अप्रैल 2009 से मार्च 2018 तक जो भी बोनस उन्हें दिए गए उन्हें वापस वसूला जाएगा. चंदा कोचर के मामले से जुड़ी जांच रिपोर्ट में कहा गया है कि उन्होंने बैंक को दिए गए सालाना घोषणाएं यानी annual disclosures को बताने में ईमानदारी नहीं बरती. जो कि बैंक की अंदरूनी पॉलिसी, कोड ऑफ़ कंडक्ट और भारत के क़ानून के तहत ज़रूरी है.

उच्चतम न्यायालय ने कांग्रेस के वरिष्ठ नेता पी चिदंबरम के बेटे कार्ति चिदंबरम को न्यायालय की रजिस्ट्री में 10 करोड़ रुपए जमा कराने की शर्त पर विदेश जाने की बुधवार को अनुमति प्रदान की. साथ ही न्यायालय ने उन्हें ‘कानून के साथ खिलवाड़ नहीं करने’ की चेतावनी देते हुये आईएनएक्स और एयरसेल मैक्सिस मामलों की जांच में सहयोग करने की हिदायत दी. शीर्ष अदालत ने कार्ति से आईएनएक्स मीडिया और एयरसेल मैक्सिस मामलों में पूछताछ के लिए पांच, छह, सात और 12 मार्च को प्रवर्तन निदेशालय के समक्ष पेश होने का निर्देश दिया. प्रधान न्यायाधीश रंजन गोगोई के नेतृत्व वाली पीठ ने कहा, ‘आपको 10 से 26 फरवरी के बीच जहां जाना हो वहां जाएं, लेकिन पूछताछ में सहयोग जरूर करें.’

नए SC/ST एक्ट पर रोक लगाने से SC का इनकार

नए SC/ST एक्ट यानी 2018 के संशोधित एससी-एसटी कानून (SC/ST Act) पर रोक लगाने से सुप्रीम कोर्ट ने इनकार कर दिया है. अब सुप्रीम कोर्ट मामले की सुनवाई 19 फरवरी को करेगा. सुप्रीम कोर्ट ने कहा कि मार्च 2018 के फैसले के बाद कानून में संशोधन किया गया है. इसे लेकर केंद्र ने पुर्नविचार याचिका दाखिल की है. नए कानून को लेकर भी जनहित याचिकाएं दाखिल हैं. ऐसे में पीठ सारे मामलों की एक साथ सुनवाई करेगी. इस मामले में विस्तृत सुनवाई की जरूरत है.

कुंभ में हुई यूपी कैबिनेट की बैठक में कई अहम फ़ैसले लिए गए. मेरठ से प्रयागराज तक गंगा किनारे एक्सप्रेस-वे बनाने का फ़ैसला हुआ है. 600 किलोमीटर लंबा ये दुनिया का सबसे बड़ा एक्सप्रेस-वे होगा. इसे बनाने में 36 हज़ार करोड़ की लागत आएगी. बुंदेलखंड एक्सप्रेस-वे को भी योगी कैबिनेट ने मंज़ूरी दे दी. 91 किलोमीटर का पूर्वांचल एक्सप्रेस वे भी बनेगा. कैबिनेट ने रामायण रिसर्च इंस्टीट्यूट को भी मंज़ूरी दे दी है. इसके अलावा सर्जिकल स्ट्राइक पर बनी फ़िल्म उरी से स्टेट जीएसटी हटाने का भी फ़ैसला लिया गया. ये पहली बार है जब योगी सरकार की कैबिनेट बैठक लखनऊ के बाहर हुई है.

लोकसभा चुनाव से ठीक पहले कांग्रेस ने एक बड़ा चुनावी वादा किया है. कांग्रेस अध्यक्ष राहुल गांधी ने कहा है कि अगर उनकी पार्टी की सरकार बनी तो देश के सभी गरीबों को न्यूनतम आमदनी की गारंटी दी जाएगी. उन्होंने यह ऐलान छत्तीसगढ़ में किया. कांग्रेस के सूत्रों के अनुसार हर गरीब व्यक्ति को हर महीने 1500 से 1800 रुपए सीधे बैंक खाते में दिए जा सकते हैं. ताजा आकलन के हिसाब से भारत में ऐसे लोगों की संख्या करीब पांच करोड़ है जिनकी प्रति दिन आमदनी 135 रुपए से कम है। इस हिसाब से राहुल गांधी के वादे को पूरा करने के लिए कम से कम सवा लाख करोड़ रुपए हर साल चाहिए. यह बहुत बड़ा वादा है जिससे कांग्रेस की चुनावी तस्वीर बदल सकती है.

पिछले दिनों मध्यप्रदेश में बीजेपी ने आरोप लगाया कि उसके कार्यकर्ताओं को जानबूझकर निशाना बनाया जा रहा है, उनकी हत्या की जा रही है. राज्य के पूर्व मुख्यमंत्री शिवराज चौहान ने भी ये मुद्दा उठाया था. बीजेपी का ऐसा ही एक कार्यकर्ता है रतलाम का रहने वाला हिम्मत पाटीदार जिसकी हत्या का आरोप बीजेपी और उसके परिवार वालों ने लगाया. लेकिन अब सामने आ रहा है कि हिम्मत पाटीदार ने बीमा का पैसा वसूलने के लिए अपनी हत्या की ख़बर फैलाई और जिस व्यक्ति की लाश मिली वो दो साल पहले तक उसके खेत में काम करता था. पहचान छुपाने के लिए उसका चेहरा जला दिया गया. लेकिन डीएनए रिपोर्ट ने हिम्मत पाटीदार का राज़ खोल दिया. अब वो फरार है और पुलिस उसे ढूंढ रही है.

आप इस बात की शिकायत नहीं कर सकते हैं कि भारत में भाषण कम होते हैं. काम भले कुछ कम हो जाता हो लेकिन भाषण कभी कम नहीं होता. अब तो इसका संबंध चुनाव से भी नहीं रहा. और हो यह रहा है कि बोलते-बोलते नेता अपना सब्र खो रहे हैं. इनकी आलोचनाओं का कोई मतलब नहीं रह गया है. क्योंकि उसके बाद कुछ ऐसा बयान आ जाता है कि आप फर्क करना भूल जाते हैं कि ज़्यादा शर्म पहले आई थी या अब आनी चाहिए. लोकतंत्र के गिरते हुए स्तर के प्रति हमारी सहनशीलता बढ़ती जा रही है. नेता खुलकर सांप्रदियाक बयान दे रहे हैं या ऐसा कुछ कह रहे हैं जिससे साफ नज़र आता है कि एक संप्रदाय के प्रति नफ़रत फैलाने के लिए दिया गया है. ऐसा क्यों हो रहा है यह तो सब थोड़ा बहुत जानते समझते हैं मगर इससे नौजवानों से लेकर समाज के अन्य हिस्सों में क्या असर पड़ता होगा, हमें वोट के आगे जाकर सोचना चाहिए. मैं बात कर रहा हूं कर्नाटक से बीजेपी सांसद और मोदी सरकार के मंत्री अनंत कुमार हेगड़े के बयान की.

2008 में असम में हुए सिलसिलेवार बम विस्फोटों के मामले में सीबीआई की विशेष अदालत ने फैसला सुनाया है. कोर्ट ने नेशनल डेमोक्रेटिक फ्रंट ऑफ बोडोलैंड (एनडीएफबी) के प्रमुख रंजन दैमारी और 14 अन्य को सोमवार को दोषी ठहराया. इन विस्फोटों में 88 लोग मारे गए थे. सीबीआई की विशेष अदालत के न्यायाधीश अपरेश चक्रवर्ती ने दैमारी और 14 अन्य को आईपीसी की विभिन्न धाराओं में दोषी करार दिया. दोषियों को सजा बुधवार को सुनाई जाएगी.
